Accessibility Statement and Assessment of Disproportionate Burden

At Zavod Novo mesto, we are committed to ensuring accessibility of the website www.visitnovomesto.si in accordance with the Accessibility of Websites and Mobile Applications Act (Ur. l. RS, št. 30/1895/21 – ZInfV-A, 189/21 – ZDU-1M in 18/23 – ZDU-1O).

This accessibility statement applies to the website www.visitnovomesto.si.

The website follows the guidelines of the WCAG (Web Content Accessibility Guidelines) 2.0, Level AA standard.

Description of Accessible Content

  • The website offers viewing options with contrast modes that comply with WCAG AA standards.
  • The site includes a site map accessible via the navigation menu on the top.
  • The site allows skipping directly to the main content.
  • The website has a clear and consistent structure and navigation.
  • The site is keyboard-navigable, with visible focus indicators on selected links.
  • All images have alternative text descriptions.
  • All links are clearly distinguishable.
  • Apart from minor exceptions, the site is optimized for screen readers.

Level of Compliance

The website www.visitnovomesto.si is compliant with the Accessibility of Websites and Mobile Applications Act.

Assessment of disproportionate burden

Zavod Novo mesto has, on the basis of Article 6 of the Website and Mobile Applications Accessibility Act (ZDSMA), assessed whether meeting the accessibility requirements for this website would represent a disproportionate burden. Zavod Novo mesto continuously monitors the accessibility of its website and regularly improves individual accessibility elements. Despite our best efforts, some published content and external embedded elements may not fully comply with all accessibility requirements as defined by the Website and Mobile Applications Accessibility Act.

Non-accessible content:

  • Colour contrast, as an important aspect of website accessibility, helps users distinguish between different elements on a webpage and facilitates text readability. Difficulties may arise for users with visual impairments or colour blindness, as insufficient colour contrast (e.g. images on the website) may blend with the text, making the content harder to read.
  • Scanned documents in PDF format.
  • In some cases, published video recordings may not be equipped with subtitles and/or sign language.
  • Some photos on the website may not yet be accompanied by alternative text or it may not be clear from the accompanying text what they represent, in which case we enable you to access these documents in another way (you can write to us by post or email, contact details are provided below). For those documents that are not yet in an accessible format, we allow you to request a version in an accessible format and we will prepare the document accordingly.

The reason for the above-mentioned partial compliance is the disproportionate burden that would be placed on Zavod Novo mesto. Zavod Novo mesto considers this to be a disproportionate burden because it would have significant financial consequences if it wanted to adapt the entire content appropriately (adding all alternative text for images, translating videos into sign language and/or providing subtitles or otherwise adapting them in accordance with the Accessibility of Websites and Mobile Applications Act), as the volume of content is very large. In assessing the disproportionate burden, Zavod Novo mesto also took into account the internal organization and type of activities it performs, in addition to the significant financial consequences, it also took into account its internal organisation and the type of activities it performs, and is proceeding in accordance with the Accessibility of Websites and Mobile Applications Act, which, for these very reasons, allows for the aforementioned deviations in accordance with the assessment of disproportionate burden and on the basis of this Accessibility Statement.

Zavod Novo mesto strives for continuous improvement of accessibility and will remedy any identified non-compliance as soon as possible. The necessary adjustments are carried out as part of the regular maintenance and development of the website.

  • This statement was prepared on February 9, 2026. The method used was the self-assessment by the public sector body, in accordance with point (a) of Article 3(1) of Commission Implementing Decision (EU) 2018/1523.
